I just discovered that scrolling is mouse specific. I use 2 different mice. Each has a scroll wheel. Neither has the model specific software installed yet they behave differently for some reason. The mouse giving me all the trouble is the MS mouse. BAD MOUSE!
Logitech allows me to scroll volume faders and knobs with the wheel. MS does not. I still can't scroll PC without selecting it first though.
