SONAR is not actually complaining about how many plugins you have installed. It is complaining about how many plugins it can display in the menus. The error is most common if you are still using the default menu instead of custom menus.
The error is also specific to the plugin type eg. effects vs. instruments. For instance, I've hit the limit on how many effects plugins that I can have listed in my custom effects menu but not my custom instrument menu. BTW, a weird bug that SONAR has had across MANY versions is that it will actually stop loading some plugins completely well before you get the warning message. Instead of seeing the warning. the bug will not allow you to load the plugins at the very
end of your custom menu.
This also includes the built-in External Insert plugin, in fact the quickest way to test if you have crossed the too many items in the menu threshold is to attempt to load the External Insert plugin. If it will not load than you most likely have too many plugins listed in your custom menu.
Sub-folders will not eliminate the problem. Only reducing the total number of plugin in the currently displayed menu will prevent the warning and occurrence of the loading bug.
