When that happens check out what task manager shows for performance. When I've had that occur at home it's been due to Windows Updates doing whatever it's doing in the background whether it's scanning the hard drive or what, it really pulls down the system.
This is one of the most annoying things about Windows 10 (home version, in my case). Does anyone know if it's possible to configure Windows to perform these tasks when it's more convenient for you? They can really get in the way of what you're trying to do.
