Oh God...that's one's set off...my 'condition'.
 
I'm pretty sure that Apple/Google ('Grapple'?) have produced a very sinister 'iWalk' application whose victims are no longer able to control their own legs.  I would postulate that it uses some form of hypnagogic imagery to take control over the brain of its target, rendering them incapable of volitional locomotion.  Thus in order to perambulate, the iWalk application must be run, which is why apparently everybody using a smart phone you see walking along the street is holding their phone up to their face.
