Can you move and arrange Track Folders any way you want in the Track View?? I have a project with multiple Track Folders and I want to move a few at the bottom of my Track View to the top, but dragging is not working.

Yes, move the cursor over the header area of the folder. There are "hotspots" where the cursor will turn into a double headed arrow. Once it does just click drag it to where you want it.

Try just to the left or right of the folder name if you are having trouble finding one.
