Irresponsible neighbor, lunatic dogs.
 
You know where I'm going.  Two o'clock in the morning, dogs are outside barking at phantoms.
 
Spoke nicely to the neighbor, and for a week the dogs were quieter, then they started up again. Neighbor says dogs are meant to bark. He's an idiot.  Cops won't do anything unless you can prove that the dog is barking for more than 20 minutes at a time.
 
So, I actually got limited success with high pitched sound activated bark deterrent that I mounted on my fence, until the dogs got used to that.
 
I now discovered that if I hiss at them, they shut up and run inside.
 
How can I trigger a hissing sound in the middle of the night?
 
I thought of outside blue tooth speakers, paired to my phone which could then play back a hiss sound. However, all the speakers I looked at will shut down and lose their pairing after a short time.  I need something that I can trigger from half asleep.
 
Anybody got any ideas?

Ha ha, not helpful, not funny.
 
You ever have 2 huge dogs, 20 feet from your bedroom barking like mad every time the wind blows in the middle of the night?  It's like Chinese water torture, you never know when it's gonna happen and you can't sleep.  It's loud.

This reminds me of that "rooster". That "rooster" would follow me around and at around 3 am his crowing would start. He'd get right outside my window. In the trees, on the porch, in the bushes.  How he knew where I was sleeping I do not know. I would go outside with my shotgun and all I could get was just a glimpse. A quick flash and that "rooster" was gone. Gone until the night. I ended up moving because of that "rooster". Yes, that "rooster" still haunts me. Sometimes when I can't sleep in my mind I see him peeking from behind a limb in the trees. That "rooster"

1. Go to your town or city hall and find out for yourself exactly what the written ordinances are regarding both noise and also dogs/pets. Do not take anybody's word for anything.
2. If then you have any recourse, keep requesting the police to do something about it. The "Proof" bit you mention -if accurate- is a cop-out (pun intended). I have never heard of anything like that before. A primary function of the police is to help smooth over conflicts between citizens before they escalate into something more than a small disagreement. For you, this is a serious quality-of-life issue.
 
All municipalities are different, but as I recall some places I have lived: The 10 or 20 minute rule may only apply to daytime hours, and 0 minutes at night, like after 10:00 p.m. and before 8:00 a.m.
