Yes, that feature is available, however, it's only for the views that allow data editing, such as the Piano Roll view, Step Sequencer, etc. The Lock Contents feature doesn't actually lock the view. You can still change the data in the view, etc.
What it does is allow you to open multiple views of the same type. For example, by default, if you double-click a MIDI clip, that clip will open in a PRV window (or tab in the MultiDock). Then if you double-clip another clip, that clip will open in the same PRV window. But if you use Lock Contents on the current PRV, then that PRV will remain unchanged and a new PRV window will open when you double-click that second clip.
