Hi,  I'm not hearing any fx that I have on my sends.  They are "on" not muted on the sends section so I know that's not the problem.  Everything seems to be routed correctly: I have busses containing different delays, reverb, etc on the inserts and have my tracks with sends to the busses.  But I'm not hearing any of the effects-just dry.  I think this happened to me once before-I pressed something by mistake but I don't remember what?? Thanks

When you inserted the effects busses did you have your master buss set as the outputs, check their outputs. 

Thanks for responding, Johnny, yes I did that.  I don't know what the problem is. It seems like there's something that has made the effects globally bypassed somehow.  Something I inadvertently might have done (pressed a key by mistake, etc).  I checked others projects and they are fine. I think a while back this might have happened to me before and I somehow figured it out.  It's not happening this time!

Also, make sure you don't have the global FX bypass enabled by mistake.  Another way to test this is to route the track directly to the bus and see if you hear the effects in that case.

UPDATE: I just checked and it seems my vocal tracks are the ones where I'm not hearing any effects.  My other tracks are working fine. ???????????
 

Can you do a screen shot of the Vocal track expanded.
CRTL/PRTSC   paste to Paint/ save and upload image to Imgur,/ copy ULR and paste to forum picture icon widget. 
 
And what Reginald said is a great idea. CHange the vocal tracks output to the effects buss. 
If nothing comes out then that buss is not routed properly. 
If sound does come out then the effects send is buggered.
