Actually, you CAN overtake the last person, if you lap them. Happens all the time. There's no way of knowing what your position would be after that, without knowing how many people are racing.

Wrong. The question is ambiguous; it does not state that the person you overtook was in second place, just that they were the 'second person'. Without proper qualification, this is a meaningless statement and hence the question is invalid.

See above; an ambiguous (open to interpretation), hence invalid question.
 
Also, you CAN overtake the person in last place if you lap them, i.e. somebody in any position is capable of overtaking the person in last place as long as the race is lap-based and consists of at least two laps.
