My membership expired, and I want to make sure I have all the pieces of the stuff I already own. No can do?
I seem to be able to get the other bits OK.

Can I simply use the latest Platinum exe that was stored in ProgramData/Cakewalk/ControlCenter/Downloads?
I.e., "Sonar_Platinum_Setup_23.1.0.32" ?

Yes, the installers in the Command Center download area are the same as the installers in your account.
