so no matter the settings, ive tried most or all of Trigger / freewheel  or full lock and all the SMTPE settings... the latest SPlat keeps going back to the dreaded ASIO4ALL and I've checked / unchecked the remaining choices.  I don't have a mixer hooked up and am not recording anything other than midi HOWEVER...  Its annoying I can't cut all ties to asio4all.

Usually deselected both audio input and output devices in Preferences > Audio > Devices makes other choices available. ASIO permits only one active driver at a time. Since you have a device with a manufacturer supplied ASIO driver, consider uninstalling ASIO4All.
 

Did that and its solved.  The launch ASIO panel button will not work, But i can open manually and change settings which works with SPlat so all is well.

The ASIO button depends on the client. Some work all the time. Some work if the client is not already running. Some never launch and must be run manually.
