I know this (sort of). It's a term named after Captain Charles Boycott who was an agent for a landlord in Ireland during the Irish Land Wars. To cut a long story short, he found himself ostracized because of the way the tenant farmers were treated; no-one would deal with him or work his lands, he couldn't even get his mail delivered.
