Can anyone explain to me what exactly does Non-proportional and Proportional mean in relation to Audio Snap edits?
 
I worked on different material trying to get a grasp of what it's doing with either method. Just can't figure it out.

Where are you seeing "Non-proportional and Proportional?" I've never encountered that option in all my years of working with AudioSnap, so yeah...I have no idea what it does!

Non-proportional vs Proportional stretch refers to the action of moving a transient marker when multiple markers are selected.  The videos demonstrate the stretch types:

Mmm...always thought is was the opposite, that proportional would keep the same spacing (proportion) between transients, as non-proportion would be to move it freely. Oh well....

Proportional stretch means that each moving selected marker moves less the closer it is to the direction of movement.  That behavior may not be clear with only 3 markers selected. 
Here is a better example with 4 markers selected.  Notice that the 2nd selected marker moves more than the 3rd selected marker as the markers move to the right.
