I have a number of Waves plugins, and saw this free offer on their site.  Basically allows to build FX chains with their plugs and save them all with the various settings/presets you might be using for use in the future.
 
Is this just an FX chain "shell" like the one already in Sonar?

Right, makes sense. Guess I don't get the usefulness, if I can load 8 Waves plugs in the standard FX bin and save as a chain right within Sonar without it.

Good point. I'm still digging into Sonar, let alone scaling another DAW. :)

That, plus the Soundgrid/Digigrid compatibility, for people that are into that kind of thing. It seems like an elegantly implemented solution that is mainly oriented towards heavy Waves users. If you don't have Waves hardware, and if you work mainly or entirely in Sonar, then no, you don't need it. Also, for more creative purposes there are other chainers with more/different flexibility - multiband, free routing, etc.

and this one, free/beta, which appears to be abandonware (or at least unfinished and apparently in a persistent vegetative state), but which I thought had great promise and used a few times...
