I'm glad I read this and now I see it's not just me not being very proficient with the X3 editing features. Sonar 8.5 was defiantly more user friendly with cut, paste , move and delete stuff.
It took me 30 minutes to add a extra verse in a 100% midi project the other day.

Let me add that "paste---slide over to make room" also is a little dicey

Same here.  I love X3 and have minimal complaints, but I guess most don't do as much "sketching" as I do.  80% of the time since 2000 I've always "written" by throwing out ideas at myself. So understanding why something doesn't work doesn't help me when I forgot to check/uncheck a box.
 
I do also understand why it's more complicated now, and when I'm trying to do serious work moving/deleting things don't bother me - it's just the way it is.
 
In terms of having sheer fun on a whim, 8.5 was bullet-proof for me.  Sometimes it's great to not worry about destroying something or saving stuff and just playing with it.  Fun seems to require more concentration now.

Uncheck "Nondestructive Midi Editing" in Preferences-Editing.

That worked.
I did look at my preferences in X2 and Nondestructive Midi Editing was checked and the hole does delete.
I wonder why unchecking it in X3 solves this issue?
Thanks for posting this fix. Even the fine folks at Cakewalk didn't have this as an answer.

The last time I tried Delete Hole on a large project, I gave up because of the mess it made. When it actually did work, it didn't move any of my automation envelopes along with the clips, and Melodyne clips didn't move properly (although that may have been related to ARA problems which have since been fixed). I really think it needs some TLC from the Bakers.

Under the Track View options, did you check "Select Track Envelopes with Clips"?

Nice!!! thank you for that. you learn something new everyday,
 
OK, not to put a damper on this, but..........."Delete Hole" still does not work perfectly.  I will be able to use it way more now thanks to you, but still has it's quirks.  I just tested it on an old project with audio and midi. THe audio did not slide properly.  I believe it has to do with multiple tempo/meter changes.  Perhaps I need to find a way to lock the clips a certain way.

I don't think delete special has worked correctly since Sonar 8 and it still doesn't work properly in Sonar Platinum (September 2017).
 
I have loaded a track (mixture of audio & midi).  Select all tracks.  Set start and end delete points (all tracks now have a grey bar at the point I want to delete a few bars), delete special, all boxes ticked except "shift by whole measures" (yes this wasn't recorded to a click).
Result: Midi tracks now have a gap where the notes were deleted but the gap wasn't removed, whereas the audio has been deleted successfully.

Soundman, Use Ripple editing. that's why they gave it to us. To replace Delete whole.
