Here's a method that doesn't require bouncing, but it is gui intensive.
1. Create a new stereo audio track.
2. Drag one of your clips into it.
3. Drag the other clip into it, same spot.
(edit: missed a step. Need to set the track interleave widget back to stereo because dragging in a mono clip flips the interleave to mono)
4. Click the track header "lanes" widget so you can see both clips.
5. Set both lanes to show clip pan automation for both.
(edit: modified 5-6-7 to 5-6)
6. Set clip pans accordingly, one hard left, one hard right. (Holding down <ctrl> while clicking anywhere in a pan automation line is an easy way to move the whole line)
