CAL is one way to alternate values. Select the clips and run this

;; alternate CC1 between 0 and 127
(do
    (int setHi 1) ; flag used to set CC value to 0 or 127
    (forEachEvent
        (if (&& (== Event.Kind CONTROL) (== Control.Num 1))
            (if setHi
                (do
                    (= Control.Val 127)
                    (= setHi 0))
                (do
                    (= Control.Val 0)
                    (= setHi 1))
            )
        )
    )

I also miss the little grab handle at the top of the event. That was useful when tweaking a hand-drawn pitch envelope, which I use a lot for faux guitar bends and slides. The current method makes precise horizontal movement clumsy, e.g. placing a zero value immediately before the next note when inserting a note-to-note slide.

Again, maybe I don't understand the exact problem but if you use the Move tool to click on the top of an event where a handle would be, you can move up/down/left/right. For left/right it can snap to the current MIDI snap value, but you can place it anywhere if you don't want it to snap.
