If you set up a new SONAR project to 48K and import your file with the repaired header (now reading 96K) SONAR should automatically do a conversion of the 96K file to 48 K to match the project sample rate. You should then be able to export that file at 48K. Or you or your  client could use something like R8Brain to do the 96K to 48K conversion.

The trick is that the wave file with the incorrect header must be fixed prior to resampling or you will just get a new 48K file that plays at half speed.

Since the file plays too slowly, you could use Craig Anderton methods to shorten the file proportionately and then export.

So bounce internally, shorten (reverse stretch) the stereo clip by the correct percentage... export.

Wait... this will increase pitch?

Play it into a new daw maybe?

Thank you for the help everyone... All fixed. Changed the audio file headers, reimported into a clean sonar file
