You can do this on your stove with a regular pot and lid.
 
You just have to get the right amount of heat from the burner, though, and that is the tough part! Too much and you will sear most of them, and too little and it will not work well.

I have this perfected.  You can't use just any oil either.  Only a top quality peanut oil has a high enough smoke point to allow a high enough cook temp without ruining the flavor.  And as soon as possible without having a mess, get the lid off of the pot to allow the popcorn toughening steam escape!  This is usually about the 50% point for me.
