The subject pretty much says it all. I have a project with no audio (synths only) and after putting quite a few hours of work into it, I noticed that the sampling rate was set to 44.1 KHz instead of the 96 KHz that I normally use. Can I change the sample rate or am I just boned?

This was a big challenge for me too and I ended up to export all of the tracks with 98khz and open a new project with 96khz and import my converted tracks in.

This project has no audio files to resample. I just wanted to know if there is some option in the program to change the project's sampling rate or if that's just something you can't change.

If a project has no audio data, SONAR uses the "Sample Rate" set in Preferences > Audio > Driver Settings. Once a project has audio clips, SONAR reads the audio clips to set the project sample rate.

This is also possibly WITH audio.
Just convert all audio in the audiofolder to 96kHz 24 Bit outside SONAR with any wav-converter.
SONAR will follow when you load the project. It is not necessary to import and export to a new project.

Thanks! That did exactly what I needed.
