Most of these are in Peter Cook and Dudley Moore's catalog and not playable for the average audience. The piece about the meanings in black music comes to mind, right away!
 
Beyond that Amon Duul 2 has some doozies ... like "Mona Lisa has a bird brain ... " and some seriously fun stuff on the early albums up to "Vive la Trance"
 
"(clap your hands, because you gonna die ... every victim is searching for his hangman) ... the wild beast is in the villages, dealing only in death, with his soul left behind him, yes, the raper of women, mutilator of children, the murderer of men ... better to die as a free man than to live as a slave! From "Mozambique". It is a brutal set of lyrics, but sometimes, how else can you say what needs to be said?

Pop country writers (whether you go for the genre or not) write the most head slapping obvious clever "rings everybody's number" lyrics I've ever been mad I can't get close to, but I keep tryin cause it's a challenge to keep the listener's attention with the vocalist sitting in your lap for 3:30.

... I don't know if you'd say this was "clever" as such, but it passes the time. We Brits often gaze in awe at the philosophies proffered in Country and Western music.
 
If you really want clever lyrics, then just about anything from John Sebastian or Ray Davies.
