Having used External Insert and knowing it is working correctly got me started on using it for determining the "true" audio latency of different interfaces ... and being an engineer I feel compelled to understand the numbers I measure ... it may be sick, but that's what years of engineering does to you :-(

SONAR's 'reported' RTL in preferences will typically be smaller than the CEntrance measured value at any given buffer size by anywhere from 1 to 50 samples because the driver under-reports it; this 'hidden' or 'unreported' latency will need to be entered as the 'Manual Offset' in Sync and Caching to get perfect record latency compensation with automatic compensation enabled.


Just yesterday I determined that "hidden/unreported" reported latency to by measuring latency of a looped back transient (82 samples = 0.85 msec).
 
If I use that 82 as the 'Manual Offset' in Sync and Caching I get perfect automatic record latency compensation.
 
If I now add that to the numbers reported by ASIO for RTL, the numbers start to makes sense ... RTL is now corrected for fixed hardware latency and External Insert consistently reports lower numbers (by exactly one host buffer) i.e. you can use External Insert to measure true latency but need to add one host buffer to the reported figure to get the real number ...

I get it; I like to understand the numbers, too. Note that CEntrance Measured - SONAR Reported should give you that same 85-sample Manual Offset.

Why do you need a different external interface tool beside what is already provded?  The external insert works fine.
