Try uninstalling, reboot, reinstall. Then reset mix control from the menu and save any new settings you have to hardware.

I had the same issue in Windows 8.1 and it cleared up by switching USB ports... Have not had the bandwidth to track down why. Also the DAW control does not work with Sonar Platinum. They had the same issue with the last beta driver and they were working with Sonar to clear it up after I reported it as a bug.

Neither method helped....still static...

I tried a few things and even moved it to a USB 3.0 port which can cause issues with some interfaces. Works perfectly on USB 3.0. Hopefully not an issue with Windows 10 as I have not yet upgraded. Could also be the bandwidth on the USB Hub.

So I've been debating between the Forte and pre-ordering the RME Babyface Pro. I like that the RME has midi in/out. With these driver issues on the Forte, should I just pull the trigger on the RME?

These issues are on a  BETA driver...the actual driver works fine in Win 10...

I have the Forte and like it alot...but if you have the cash..the RME is the way to go...
If I had had the cash...that's the way I would have gone...I got my Forte for about $325
