V2 users get it for $40. Will get an upgrade email within a week or so (according to Ben). Looks like we'll be getting an upgrade code.
 
Subscribers get it free.

What would, if anything would this add to Ozone? I am not into duplication, but if a tool overall does something better, then the small cost of this would be worth it, at least to me.

It's now a DAW unto itself but has the added characteristics of a Harrison console.
 
Those of us who used V2 (32bit only) have been clamoring for this full featured version (and now in 64bit) for quite some time.
 
As to whether it's a duplication of Ozone is of a personal viewpoint. IOW, you could use Ozone in MixBus 3.

Mixbus is awesome for Mastering.  It has a great tape saturation sound
and does a great job at providing a "polished" sound.  Using Ozones 
tools you should be able to do some nice Masters...

I like the analogue look, don't like the EQ, but I am not a seasoned "mixer".  Can I add an analogue meter to my tracks in Sonar? I want a k-14 level meter and that stereo correlation meter as well.
 
anyway with mixbus are you really limited to 8 busses?  my first major song on sonar and I am way past 8 busses already.  Very slick for the money.

If you use mixbus as a mastering tool it's been suggested that you export your SONAR buses to Mixbus tracks. Then bus in Mixbus accordingly.
 
If you use it as a DAW, you can send multiple tracks to track (i.e. think bus).
 
Some suggested more than 8 buses in v3 but Harrison decided to stick with 8 (probably a constraint in Ardour 4, which MB3 is based on).
