Sorry, wish I could help you out. I've had hiccups with it but nothing serious.
Maybe someone will chime in that's had a similar issues or knows something related to your system.
I found one possible avenue left to try yesterday on the Reaper forum. Someone mentioned d/l'ing and installing all of the VC++ (Visual Studio C++) redistributable files in addition to all of the regular C++ ones already installed. I figure it can't hurt.
