I believe a lot of promises were made to get elected but when he has to look at the realities of the situation, many of those are not economical or safe.

Change - After many of the appointments, looks like more of the same.

How about instead, "Can we? Yes but we're not gonna"

I'd say you are correct, door hinge is the closest.

I think he was making the opposite point. Not that orange does, in fact, have rhymes, but that it not even close to the only word without any. At least, that was my take on what he meant...
