Alexey, let me apologize for sharke's remark - and apologize for myself, too, as I have made the exact same observation in the past.
The sad truth is that some countries have weak consumer protections, and Russia happens to be one of them. We certainly don't mean to slander Russians in general! I have bought products from Russian (Voxengo) and Eastern European vendors (Meldaproduction, D16, PSP, Strezov), as well as other places with sketchy reputations such as China, with zero problems. It's the vendor's reputation that counts, not their geographical location.
But anywhere that consumer protections are weak, crooks will take advantage of that to rip people off. The weaker the protections, the more wary a consumer needs to be.
There is certainly plenty of fraud here in the US, too. The difference is that if one gets scammed in the US, Canada, UK or the European Union there is recourse for adjudication. If you were ripped off by a US company, there's at least a chance you can get your money back. I'd have no idea how to pursue a complaint against a Russian company.
