Does 7-zip create rar archives?

I don't know the answer to that, but I did read that it has the capability to split a zip file up into chunks, so at the very least it has a similar functionality.

No, 7-Zip creates 7z, xz, zip, gzip, bzip2, tar, wim archives
For details see http://www.7-zip.org/

Rar is a proprietary format, AFAIK there are no free rar compressors.

Yup, 7-Zip works great for extracting RAR files! I usually create the RAR files with WinRAR, but 7-Zip does a fine job of extracting them, too.

You can create RAR files with 7zip.

The file created in the video is not an RAR archive. It is a 7z archive with a file name changed. When a compression tool tries to open a file, it reads the file header to determine which type of algorithm to use for decompression. Both WinRAR and WinZip can uncompress a 7z file.

I suspect 7-zip is one of the reason the Winrar developer is trying to push his new compression format. I don't think he'll succeed, but one never knows.
