Please note the process around this needs to be clarified as I stated in earlier posts, until a new handbook comes out and we are advised by Cakewalk, it is just open to a hosts interpretation (that includes me and other hosts) and is a work in progress. Not all of us interpret the handbook in the same way, and see the forums purpose in a different light, which is why we are awaiting clarification from Cakewalk.
 
For the moment I am pointing to what we have, rather than how I or others interpret it, and please forgive me if I don't debate it too much in the coffee house:
