Anyone know of a good mono to stereo plugin?   Preferably one that's cheap.

what are you trying to accomplish by doing this?
 
 
you could simply process a mono signal thru a stereo plug, and 'apply' the effect in stereo, ending up with 2 mono tracks, interleaved or not..
 
 
or...
 
you could simply copy the track, and time slip the left or the right slightly...
but you will probably introduce phase or filter issues doing this,
and basically clownphuck it to death.

Like bat said, it depends on what you're trying to accomplish. There are a number of ways to achieve stereo-ness through digital tickery, not all of which are appropriate in all circumstances. Some screw with mono compatibility, some are subtle, others extreme. 
 
Have a look at Meldaproduction's MStereoGenerator ($65 but wait for a sale). A couple others worth checking out are Voxengo's StereoTouch (because it's free) and Nugen Audio's Stereoizer ($119).

If you picked up Eventide's Ultra Channel when they were offering it for free recently (I believe it costs an arm and a leg now), then try the micro pitch shifter in it. I used it to stereo-fy a mono guitar track last night and it works great provided you set it up right.

Actually, the Melda Productions effect you should look at is MStereoSpread.  It's *very* good, and can do mono-friendly faux stereo, although adding delays, which it also offers, makes for even more dramatic stereo.  I'm very fond of this effect.  But as Dave said, wait for a half-off sale.  They happen often enough that you won't probably have to wait more than a few months for it to be discounted.

Well, how about that. You taught me something new about a Melda product, David. I did not know it could do fake stereo. I thought it was just for manipulating stereo signals. Shows ya what I know. I think I'll have to give that one a try and see what it does.

This is more about an interesting stereo ambience around a flat mono sound. Dont think reverb is just much more about width that was not there previously.
 
I am working a nice singer songwriter and she is sending me guitar tracks of her acoustic parts. She is recording them well with a nice mic in a nice room and all but mono only. I find that SHEPPi does a nice job of giving that mono acoustic track a nice width and depth. Sounds like two microphones were used instead of one.
 
Might be 32 bit and all so you may have to get around that.
 
You need to practice adjusting it while switching it and out a lot at first too.
 
Another good trick is to set up reverbs on things but only use early reflections and no reverb itself. Practice setting up early relfections and you will hear flat mono tracks come alive too. Go for smaller tighter spaces in terms of parameters.

That Sheppi Enhancer plugin is great. Very natural sounding effect. I also love using early reflections to add some space and width. Actually I'm leaning a lot more toward ditching reverb altogether on some tracks and just using a couple of subtle delays instead. Can really clean up a busy mix.  I was watching a Dave Pensado video the other day where he set up a multitap delay on a mono vocal, with four or five taps set to pretty arbitrary non-musical delay times and panned differently. Creates a very neat space around it.
