I see it in the plugin manager, and I add it to a plugin layout, but it doesn't show up in the layout.

I'm having this same issue with the Demo for Waves J37...

It shows up in Plugin Manager as enabled...but does not show up on the Plugin Menus...
I've rescanned, restarted, done everything I could possibly think of...nothing.
It just won't show up on the Plugin Menu....in either VST2 or VST3...

I got it to show up...

I went into preferences and unchecked "Hide VST2 Plugins" and it shows up now.
Don't know what the deal is here...there is no VST 3 of J37 on the list...

Any else experienced this issue?

I got mine to show up as well, I unistalled everthing, and then reinstalled with an older version of play.  It's working fine now.  I will probably try the newer version of play again later to see if I just had a bad install, but for now, I'm just happy it's working

No issues whatsoever...I think there is some "odd" behavior with the
X3 Plugin Manager and VST 3 plugins that is not yet resolved...

The WAVES issue is different than Play. There is code in SONAR to prevent the chance of mixing VST2 and VST3 WAVES plug-ins. It was added because WAVES does not support mixing VST2 and VST3 plug-ins.

So why would it "hide" my J37 VST 3 AND my J37 VST2?  They BOTH would not show up until I unchecked
the "Hide VST 2" plugins...then ONLY the VST 2 showed up...just seems really "quirky" to me...as all my other
Waves VST 3 plugins show up just fine...

Just trying to get a "grip" around this...as I used to have HUNDREDS (literally) of Waves VST 3 plugins
and never had this issue....

Anyone?  Anyone?  Bueller?
