I would say that picture is not quite accurate, but a bit old.
 
It looks like Lake Cachuma, right behind Santa Barbara in the old days, when it ACTUALLY HAD some water in it. The last time I drove by there some 5 or 6 years ago, it was over 20ft low and it was one of the saddest things I have ever seen. You could just about feel for the vegetation and the livelihood of the whole area getting raped silly.
 
So if the lake is not there? Chalk it up to development and greed!
