As the owner of several so-called "experimental medical devices" (that I got when I was working on a PhD) I can't help but get a chuckle out of that.  The FDA reserves the right to confiscate any or all of the devices I have since they haven't been FDA approved (well, most haven't - I think my EEG device has) but we all know that the FDA doesn't approve devices that are preventive or designed to improve what we have.  They only approve things that cure a problem.  Since there's no way that those things have gone through the extensive testing required to verify that they are safe to use, there's no way that they have been FDA approved and, therefore, can be confiscated at any whim of the FDA.
 
I once knew a guy who's dream was to create an physical interface between a PC and the brain...  Can you imagine?  One bad Window's update and you'd end up with someone who's only fit for Congress!
