So...  mostly it's to give the speaker a few valuable seconds to possibly come up with a wittier response?

 Almost as bad as like. I find myself doing that like you know, sometimes. Life is like at least 75% filler. If we left it out there might not be much to say. We might communicate faster and understand better, hey imagine that!

It bothers me most coming from nearly every talking head on tv or radio.  The other morning as I drove to work I was listening to the Diane Rheem show and every single panelist was doing it.  I lost count of the sos.  I've since learned via the interweb that it was probably started by silicon valley/Microsoft geeks.  Figures.  I'd really rather they at least go all the way with this nonsense and start every sentence by shouting "HaaaRoooo!!!!!" or "Fendle-Hessy!!!!!" or somesuch before giving their answer.  At least that would be entertaining.
