My DVR has a similar feature(adjusting start/end times).  I don't use it very often because it can interfere with another recorded program if twp recordings overlap.  That's why I applaud your message to the Beeb.

There is a technology here called Freeview EPG. Have a look here:

This system does transmit information right at the start and end of a program no matter what time it airs but the situation is that there are only a handful of manufacturers that provide the gear to do it:

Grundig make a set top box that responds to it and Samsung make TV's (with built in recorders) that work with it too. But it is not a common or standard technology.

Timing on radio or television ... can be a bummer.
 
America has a famous football game with the Raiders that got cut off to go see some milksop crap instead ... and if that happened today, that story, tv show and folks would be branded forever out of television, since the NFL these days, is the number one financial commodity for any of the networks!
 
The BBC, is too old these days, and the folks working there need a Strummy and a Bapu to help set things straight, but you gotta given them some credit ... I'm only missing The Goon Show #30 now ... and a couple of others since I still have about 4 or 5 shows that they have not released!
 
There is, however, a lot that is STILL not released ... things like The Beatles Christmas Shows, is a good example, which was excellent and shows us a history that is massive and incredible, in how they got along and worked together, and when somethings came up ... for example ... there is a wonderful moment where Paul goes ... "copyright copyright ... " and they stopped fooling around on that song! Kinda suggests that by that time, they had already been told ... enough of anyone else's anything!
 
It's a new story all around ... about the Beatles as people. And when you see "Let It Be" that is owned by that jerk that is waiting for more Beatles to die before releasing the film again, so he doesn't have to pay them a nickel ever again, you would find out ... a lot about these people, not stars ... and that was the great thing about what was one of the greatest documentaries ever done ... EVER. Not the BBC's issue, however.
