I'm trying to learn as much as I can about everything that's in Sonar - I know there are probably better hardware solutions, but this is what I got.  I know what leveling does, but I'm having a hard time hearing the difference in sound on the TL-64 - except for distortion when I turn the effect way too high.  I've been playing around with different settings etc.
 
When/what situation would you reach for it?  (if you didn't have a really awesome studio with tons of expensive hardware )
How would you use it?
What should you listen for?
 
Would I use leveling in a mastering situation?
 
Any help would be appreciated...

This plugin, IMO, is mis-labeled in its use of the word "leveler". Leveling is just a side-effect of its main function, which is to generate harmonic distortion. It should really be called a "clipper/compressor".
 
As with any clipper, it's best used with conservative settings. Light harmonic distortion is what the video Paul linked to above refers to as "color". What you're listening for is an emerging grittiness as you turn up the drive, an effect that reminds me of pushing a cheap PA a little too hard. A little dirt-ification can be a good thing, but not for everything.
