TWC has finally ticked me off enough to start looking for a new service.

Find the website for your state, that has the Consumer Protection Agency forms and file a complaint.
Comcast here would not fix the issues, and I knew they had bad wires, and I got tired of 5 calls and everyone selling me phone 4 times each call when I asked them not to do so ... so I fired off a complaint ... and had 3 techs at my door next morning at 8AM ... and they removed wiring that was 25 years old, brittle, broken, that was causing the bad connections! No more issues since!
There is, at the City Council, one of the members that is in charge of the Cable Contract ... and that person, usually, LOVES, the complaints against the company ... so go after them! They make too much money, NOT to take care of their customers, and that City Council person will make sure that things get fixed.
Oh, by the way ... the "price" is off the table ... so don't discuss pricing!
