It talks about the recent "coincidence" of multiple teams stumbling across this flaw almost simultaneously even though it's been around since the mid 90's. And also the possibility that the NRA has known about it for years and has been secretly exploiting it to yield intelligence. 
 
Also I learned a new computing concept: "speculative execution"
