Only 16 ACT controllers available in 8.5 LE

I'm setting up my various control surfaces and have been diving into ACT. It seems to do what it says on the tin, but I can only map 16 controllers at a time to VSTs in the "ACT MIDI Controller" tool. Is this a limitation of LE? Guys is it just me? I've been going through some of the X2 plugins and just messing around to see what does what and i dont hear ANY difference on a track when i add in channel tools. Should i be hearing a delay or something? cheers...
