Moving clips: snap to not working at all after X3b update!

I haven't seen any comments here about snap problems when moving clips. Maybe it's just me, but when trying to move clips nothing I am doing can make it snap to the measure as I was able to do before updating to X3b. I changed the settings i.e. magnetic strength, move to etc. and there is no effect...

FX Chain bug ?
