NOW time strangeness

This is going to be really hard to explain I think. Basically, even though now time is set to "left click sets now time", the now time is going to random spots close to the snap grip, but not quite right. I have a CD project that I'm recording for a singer. All of the individual songs (projects) have the voice track as Track 1, except one that is on Track 7. How do I move the Track 7 Voice to Track 1? I've moved tracks on earlier versions (mostly by mistake) but can't figure out how to do it in X2...
