Is the dreadful VST fx midi implementation sorted in Sonar X2?

i am always trying new delay fx vst plug ins looking for the most authentic dub sound. i use them live through Sonar with a softstep floorboard controlling the feedback level. Note range set up

Hi, if you play 2 or more instruments layered, you might wish to set a note range for each of them. I figured out you can set a MIDI event filter in a "MIDI track". But it doesn't seem possible in an "instrument track".... but hope I'm wrong!..
