CC1 Velocity, Notion & Bravura Brass

I'm confused as usual. Bravura uses CC1 aka the mod wheel for 'Dynamics' which is also volume. If I make a midi file in Notion I adjust the velocity of the notes while making a standard midi file. This seems to do nothing for the Bravura instruments so they just play every note at max volume no matt..
