Windows 10. 5th (Make that 6th) attempt.

What is causing the little blue circle around the mouse to come on all the time? I have Cortana turned off, but it's still a running process. Is that causing it? Plenty of annoying little things in Win 10, but at the end of the day, if the performance is better...then it's better. Maybe the 5th time..
