Are Green drives suitable as OS and program drives?

I'm looking for a HD for my OS and programs that's quiet but at the same time fast. Is a Green drive meant for a backup drive or are they also made to house an OS and programs?..

I'm looking into purchasing a off the shelf brand hard drive for my backups. Which brand and model do you use or recommend? BTW, not interested in going the enclosure/bare drive route for my backups unless that's highly recommended...
