Dog barking

Irresponsible neighbor, lunatic dogs. You know where I'm going. Two o'clock in the morning, dogs are outside barking at phantoms. Spoke nicely to the neighbor, and for a week the dogs were quieter, then they started up again. Neighbor says dogs are meant to bark. He's an idiot. Cops won't do anythin..
