Forum glitch - "stock avatar" images not available?

On the User Control Panel, the Edit Profile tab, the Edit Avatar section, there's a link labeled Choose a stock avatar. When I click on it, a window pops up titled Click to select your avatar, but the window is empty and it never populates. I've tried with IE and Chrome, but no luck. Has this option..
