Can anyone identify the artist for this painting?

I've got a couple of pieces of art that I will need to sell, but the following piece I can't seem to figure out the name of the painter. I've entered several guesses but haven't had a hit. Sometimes the simplest solution is the only one that works

At all hours of the day this toothless alcoholic woman on my block sings at the top of her voice out of tune. It gets so you can't open your window and it's been going on for about 2 years. Her hits include: "Waaazlurghh gattadooooo.....gattadoooowehheh" (Tina Turner - What's Love Got To Do With It)..
