Does SONAR's MIDI Activity monitor showing Note On/Off messages being received at the input (left-side indicator light) when you play that note? (Note: the monitor icon may be hidden in the Win7 System Tray or disabled in Preferences > Customization > Display)
If not, try connecting a MIDI cable directly form the OUT to IN on the keyboard, and verifying whether that key can trigger the note via MIDI with Local Off.
The only way I know of for SONAR to echo some MIDI notes and not others to a given port is with the MIDI Event Filter in the FX bin or a Drum Map re-routing it. But they both operate on the output of a track, and would affect playback of an existing clip as well as live input echo.
