missing vst effects

i just noticed that a couple of vst effects didn't migrate over from X2 to X3.  they're showing up in the utility manager but not on the pull down lists.  what am i missing?

Intel quad core, 16 Gigs RAM, M-Audio Delta 44 interface, M-Audio Midisport, Win 7 x64, Platinum
